Project Officer

 

 

Post Title:   Project Officer

Project Name:  Reinforcing Med Microfinance Network System for Start-ups (ReSt@rts)

Duty station: Chamber of Commerce, Industry and Agriculture in Sidon and South Lebanon

Duration of Appointment: 85 days over a period of 24 months

Expected Starting Date: December 2021

 

 

1. Background

 

As a partner in the Rest@rts project, the Chamber of Commerce, Industry and agriculture in Sidon and south Lebanon (CCIAS) is implementing the project activities in Lebanon. Rest@rts - Reinforcing Med Microfinance Network System for Start-ups is financed by the European Union’s ENI CBC Med Programme and implemented between October 2019 and April 2022 in Italy, Greece, Tunisia, Palestine, Cyprus and Lebanon

 

  • intends to provide technical guidelines and tools – including the set up of an online platform - to enhance and fostering the results of the MEDSt@rts Project and related projects and ENI initiatives in the Mediterranean countries, with the objective to fully exploits the results of the ongoing MEDSt@rts, allowing to a significant numbers of potential entrepreneurs from the Mediterranean area to realize long-term social returns. The financing system that will be promoted within ReSt@rts, though an online platform, will play the role of a marketplace to link the demand and supply sides of financial and non-financial services, strongly needed by Mediterranean youth entrepreneurs (aged 18-40 according to countries).

ReSt@rts aims are:

  • to promote the transfer of knowledge and best practices in the Mediterranean area, for the promotion and improvement of access to finance initiatives according to ethical principles
  • to support business development services for encouraging the creation of new economic and professional opportunities
  • to strengthen the system of ethical microfinance and access to credit, already started with the MEDSt@rts, in the Mediterranean area, supporting the business system in parallel and encouraging the creation of new economic and professional opportunities.

 

2. Functional Responsibilities 

The Project Officer will have the overall responsibility for the successful implementation of the project within the approved framework. The responsibilities include but are not limited to:

- Establishing solid working relationship with the project partners, suppliers and key stakeholders ;

- Coordinating staff and internal resources;

- Managing project and adapt work as required;

- Managing project progress and adapt work as required;

- Ensuring project activity meet deadlines;

- Overseeing all incoming and outgoing project documentation;

- Participating in tender process i.e. design, submission and review;

- Designing risk mitigation plan;

- Conducting project review and creating detailed reports;

- Optimizing and improving processes and the overall approach where necessary;

- Act as programme focal point: Attend meetings with Project Manager and organize meetings for project team ;

- Organizing project activities as per the management plan ;

- Reporting activities and preparation of project monitoring documents;

- Managing where appropriate external suppliers / surcontractons.

 

Qualification, Knowledge and Experience

 

● At least a Bachelor Degree in project management, Business or any other relevant field

● Personal flexibility and high motivation

● Experience in similar projects and working in teams

● Experience in project and team management and skills development

Duration of Appointment: 20 days over a period of 24 months

Expected Starting Date: December 2021

2. Functional Responsibilities 

The project Finance Officer is responsible for providing the needed data related to their work and budget, preparing budgets for projects, following up Purchase requests, payment orders, and other needed documents. Prepare requested reports for the donors.  And prepare for donor audits.

 Main tasks and responsibilities:

  • Provides the needed data that are related to their work, to the Project finance team to issue the Budget;
  • Contributes in issuing the budget narratives;
  • Prepares a detailed budget in Excel according to donor codes and by accounting code (according to chart of accounts, shared by finance);
  • Creates a spending plan (Cash flow projections) based on budget and project implementation plans.  Reviewed by the Project Finance Manager;
  • Receives the approved Purchase Request from the program/Logistics/Supply chain/Admin and checks that there is enough budget left to fund this purchase; 
  • Receives all the procurement expenses documents and reimburse the expenses issued after reviewing the submitted documents;
  • Update transactions list with project procurement expenses;
  • Prepares the Payment Order and send to finance office to be paid;
  • Confirm budget availability for any budget modification;
  • Review facility staff timesheet, signature against the contract; 
  • Prepares payment order for project staff and sends it to Finance to process.  Record the transaction on the Project Transaction List;
  • Update the transactions list on daily base;
  • Prepares the draft donor financial report, and submit it to the higher management to be confirmed (Project Finance Manager) to conduct the reconciliation;
  • Share financial report with donor;
  • Prepares the transactions list for the period and audited project.  If requested, share in advance the transaction list with the financial manager;
  • Prepare the audit package and will make relevant bank reconciliation and bank statements available.

3. Qualification, Knowledge and Experience

 

● At least a Bachelor Degree in Finance, Accounting , Business Administration or any other relevant field;

● Experience in a similar role ;

● In- depth knowledge of financial regulations and accounting processes ;

● Outstanding analytical and time management skills ;

● Strong attention to detail ;

2. Functional Responsibilities 

The project Communication Coordinator is responsible to manage  the communication and visibility activities of the project within the approved framework of the communication plan.

 Main tasks and responsibilities:

  • Coordinate meetings, press conferences, and presentations;
  • Monitor the project’s social media and online presence;
  • Organize and direct promotional events;.
  • Manage Press office activities;
  • Manage ongoing reporting of active projects and mapping of communication activities ;
  • Help keep the website and social media up to date ;

 

  • Writes and edits member newsletters, emails, and other communications as assigned; 
  • Coordinate the production of video content for the website, social media  and You Tube channel;
  • Developing a variety of content for  social media channels and raising awareness of project activities , objectives and results ;
  • Identify new and innovative ways to enhance and expand the project’s social media presence and outreach to various stakeholders ;
  • Managing the website and social media tools, which includes creating a variety of content, ensuring that the site is fresh and timely, accurate, representative of activity, and engaging to a variety of audiences ;
  • Coordinating the development and dissemination of  monthly newsletters and other online outreach strategies ;
  • Researching new possibilities for outreach and collaboration with partner organizations ;
  • Identifying strategies to engage with national media outlets, reporters, and social media influencers ;
  • Developing and compiling communication reports for activities;
  • Maintaining and upholding Project and funded program branding and messaging guidelines in all digital and printed materials ;
  • Other duties as assigned by the project  Communications Manager.

 

3. Qualification, Knowledge and Experience

 

At least a Bachelor Degree in marketing, communications or journalism or any other relevant field;

● Experience in a similar role ;

● Time managemt and organizational skills and ability to meet deadlines ;

● An analytical and ability to think critically;

Exceptional writing and interpersonal communication skills;

Ability to work both independently and as part of a team;

Familiar with MS word, Excel, and Powerpoint; Facebook, Twitter, Instagram and Youtube
